Two days later, on September 8, the House passed an amended version of the relief package that included raising the debt ceiling. On Tuesday, the House Appropriations Committee adopted an amendment proposed by Harris for the Interior Appropriations bill for fiscal year 2018.
Harris' proposition would prohibit the use of federal funding for reviewing site assessments or construction and operations plans for wind turbines located less than 24 nautical miles from Maryland shorelines.

This amendment blocks the use of federal funds to conduct reviews of site assessment or construction and operation plans for wind turbines less than 24 nautical miles from the State of Maryland shoreline – the distance at which the turbines would not be visible from the shoreline and affecting the viewscape.
