Fiscal Year 2027 CPF Requests:

Project: Water Witch Fire Company Apparatus Replacement Project 
Recipient: Water Witch Fire Company, Incorporated 
Amount Requested: 1,125,000 
Justification: The purpose of this funding is to replace a 24-year-old fire engine. The project is an appropriate use of taxpayer funds because it will provide for the replacement of old fire apparatus that has become a cost burden for a small, rural, volunteer fire company to maintain. New apparatus will also allow the fire company to better comply with federal and state equipment safety standards. 

 

Project: Secretary Volunteer Fire Company Apparatus Replacement Project 
Recipient: Secretary Volunteer Fire Company Inc 
Amount Requested: 926,304 
Justification: The purpose of this funding is to provide for the replacement of a 34-year-old engine tanker. The project is an appropriate use of taxpayer funds because it will provide for the replacement of old fire apparatus that has become a cost burden for a small, rural, volunteer fire company to maintain. New apparatus will also allow the fire company to better comply with federal and state equipment safety standards. 

 

Project: Delmar Volunteer Fire Department Capital Improvements Project 
Recipient: Delmar Volunteer Fire Department 
Amount Requested: 2,563,000 
Justification: The purpose of this funding is to support the construction of a new fire department substation on the Maryland-side of the bi-state town, as well as the purchase of a new ambulance. The project is an appropriate use of taxpayer funds because it will allow for the replacement of a 12 year old ambulance that has become a maintenance burden for the rural fire company. It will also provide for the construction of a new substation on the Maryland side of the bi-state town that will allow the fire company to significantly reduce response times in expanding neighborhoods. 

 

Project: Rock Hall Volunteer Fire Company Capital Improvements Project 
Recipient: Rock Hall Volunteer Fire Company Inc 
Amount Requested: 1,500,000 
Justification: The purpose of this funding is to support the replacement of a 28-year-old rescue apparatus as well as needed capital upgrades to the fire station’s roof and parking lot. The project is an appropriate use of taxpayer funds because it will allow the fire company to operate in a safer working environment and provide an overall more effective response for the community it serves. 

 

Project: Bishopville Volunteer Fire Department Main Station Rebuild Project 
Recipient: Bishopville Volunteer Fire Department Inc 
Amount Requested: 3,000,000 
Justification: The purpose of this funding is to support the demolition of the existing fire station built in the mid-1900s and the construction of a new fire station. The project is an appropriate use of taxpayer funds because it will allow the fire company to operate in an updated, safer working environment that will ultimately lead to a more effective emergency response for my constituents. 

 

Project: Easton Infrastructure Enhancement Project 
Recipient: Easton Utilities Commission 
Amount Requested: 30,866,140 
Justification: The purpose of this funding is to support significant infrastructure upgrades to a municipal utility in one of the fastest-growing communities on Maryland’s Eastern Shore. The project is an appropriate use of taxpayer funds because it will improve the resiliency, efficiency, and environmental performance of the Town’s water and wastewater systems – particularly important as Easton continues to see population growth, expanding economic opportunity, and the ongoing construction of the University of Maryland Medical System’s (UMMS) Shore Regional Medical Center campus – a $550 Million, once-in-a-generation project serving 5 counties on the Eastern Shore. 

 

Project: Sharptown Volunteer Fire Department Station Renovations Project 
Recipient: Sharptown Volunteer Fire Department  
Amount Requested: 3,000,000 
Justification: The purpose of this funding is to support the construction of an engine bay addition and needed renovations to a station last updated in 1970. The project is an appropriate use of taxpayer funds because it will allow the fire company to better accommodate larger, modern fire apparatus in a station first constructed in 1926, and ultimately provide for a more effective emergency response. 

 

Project: Greensboro Volunteer Fire Department New Fire Station Project 
Recipient: The Greensboro Volunteer Fire Department 
Amount Requested: 3,375,000 
Justification: The purpose of this funding is to support the construction of a new 5-bay fire station. The project is an appropriate use of taxpayer funds because it will allow the fire department to meet growing operational and administrative needs of the department and the rural community of Greensboro, ultimately providing for a safer and quicker emergency response. 

 

Project: Easton Airport Improve Runway Safety Area Project 
Recipient: Easton Newman/Field Airport 
Amount Requested: 24,300,000 
Justification: The purpose of this funding is to support ongoing runway safety area improvements associated with the new 6,400 foot runway 4/22 at the Easton Airport. The project is an appropriate use of taxpayer funds because it would supplement ongoing discretionary FAA support, accelerate delivery, and protect against future cost escalation by utilizing established bid pricing under contract. 

 

Project: Queenstown Volunteer Fire Company New Fire Station Project 
Recipient: Queenstown Volunteer Fire Company, Inc 
Amount Requested: 7,167,375 
Justification: The purpose of this funding is to support the construction of a new fire station at a new location in Queenstown. The project is an appropriate use of taxpayer funds because it will allow for the replacement of the fire company’s station built in 1934, ultimately providing for a safer and more effective emergency response for my constituents. 

 

Project: Town of Hebron Lead Water Line Replacement Project 
Recipient: Town of Hebron, Maryland 
Amount Requested: 2,550,000 
Justification: The purpose of this funding is to provide for the complete replacement of a lead service line for water distribution from main to homes. The project is an appropriate use of taxpayer funds because it will allow the Town of Hebron to provide a safer drinking water supply to my constituent by removing aging, hazardous infrastructure and replacing it with modern, compliant materials that meet current EPA standards. 

 

Project: Dorchester County Rehabilitation and Replacement of Wastewater Pump Stations Project 
Recipient: Dorchester County, Maryland 
Amount Requested: 3,290,123 
Justification: The purpose of this funding is to support the replacement of six county-owned wastewater pumpstations. The project is an appropriate use of taxpayer funds because it will provide for the replacement of pumpstations that have been identified by an EPA-funded Preliminary Engineering Report as high risks to public health and the environment if they are not rehabilitated or replaced. 

 

Project: Town of Charlestown Stormwater Management Improvement Project 
Recipient: Town of Charlestown, Maryland 
Amount Requested: 3,000,000 
Justification: The purpose of this funding is to support the execution of 2 stormwater management projects that the Town has previously conducted design and planning work for. The project is an appropriate use of taxpayer funds because it will improve the management of and slow stormwater runoff that currently contributes lots of silt into the North East River. 

 

Project: Aberdeen Infrastructure Improvements 
Recipient: City of Aberdeen, Maryland 
Amount Requested: 11,000,000 
Justification: The purpose of this funding is to support the second phase of construction for the Swan Meadows Water Infrastructure Project and provide for capital improvements to the City’s Fire Department. The project is an appropriate use of taxpayer funds because it will allow the City of Aberdeen to complete ongoing efforts to modernize the city’s water infrastructure as well as needed replacements to the city’s fire apparatus to provide for a more effective emergency response. 

 

Project: Preston Volunteer Fire Company Fleet Replacement Project 
Recipient: Preston Volunteer Fire Company 
Amount Requested: 1,125,000 
Justification: The purpose of this funding is to support the purchase of new fire apparatus. The project is an appropriate use of taxpayer funds because it will allow for the replacement of aged fire apparatus that have become an increasing cost burden for a rural fire company. New apparatus will allow the company to deliver quicker response times and an overall more effective emergency response. 

 

Project: Hurlock Volunteer Fire Company Improvements Project 
Recipient: Hurlock Volunteer Fire Company 
Amount Requested: 1,650,000 
Justification: The purpose of this funding is to support the purchase of a new engine tanker, a new brush truck, a new command unit, and new turnout gear and other rescue equipment. The project is an appropriate use of taxpayer funds because it will allow a rural fire company to replace critical fire apparatus and equipment that are beyond their recommended service life and lacking modern safety and operational features needed for today’s emergency response environment. 

 

Project: City of Salisbury Infrastructure Improvements Project 
Recipient: City of Salisbury, Maryland 
Amount Requested: 9,700,000 
Justification: The purpose of this funding is to support the completion of culvert improvements, safety upgrades to the city’s Johnson Pond Dam, renovations to the Police Department headquarters and fire department training facility, upgrades to the city’s water department infrastructure, and the construction of a new Department of Field Operations Vehicle Maintenance facility. The project is an appropriate use of taxpayer funds because it will allow the City of Salisbury to directly support economic development, community resilience, and long-term growth. Together, these investments strengthen the essential systems such as transportation, utilities, emergency services, and municipal operations. 

 

Project: Millington Wastewater Treatment Plant Project 
Recipient: Board of County Commissioners of Kent County, Maryland 
Amount Requested: 6,200,000 
Justification: The purpose of this funding is to support the construction of a new relocated wastewater treatment plant in Kent County, Maryland serving the Town of Millington. The project is an appropriate use of taxpayer funds because it will allow for the replacement of the existing plant which is over 60 years old and far beyond its useful service life. 

 

Project: Long Green Volunteer Fire Company Capital Improvements Project 
Recipient: Long Green Volunteer Fire Company, Inc 
Amount Requested: 2,625,000 
Justification: The purpose of this funding is to support the replacement of a 29 year old pumper truck, a 18 year old utility truck, a 22 year old pickup brush truck, a 23 year old utility vehicle, aging hydraulic rescue tools, and renovations to the fire station. The project is an appropriate use of taxpayer funds because it will allow a rural volunteer fire company to make critically needed investments to provide for a safer and more effective emergency response to my constituents in Baltimore County. 

 

Project: City of Crisfield Wastewater Treatment Plant Reliability and Compliance Improvements Project 
Recipient: City of Crisfield, Maryland 
Amount Requested: 5,279,503 
Justification: The purpose of this funding is to support needed capital upgrades to the city’s wastewater treatment plant last upgraded in 2005. The project is an appropriate use of taxpayer funds because it will allow the City of Crisfield to make needed upgrades to a wastewater treatment plant with aging and deteriorating infrastructure. Equipment failures, solids-handling limitations, and declining system reliability have resulted in repeated nitrogen exceedances, leaving the plant out of compliance for 25 of the past 27 months and prompting enforcement action by the Maryland Department of the Environment (MDE), including a pending consent decree.

Justification: Will provide for the replacement of the Town of Millington’s current 60-year-old wastewater treatment plant, which is far beyond its useful service life.

Justification: Will provide funds to assist UMES in purchasing necessary equipment to establish their Veterinary Medicine program, both filling a critical need for the region and providing access to students that would not have otherwise been able to study this field.
