Justification: The current structural assessment of the Crisfield City Dock found that there is severe deterioration and significant storm damage to the support structure, and that it has exceeded its useful life and is not suited to resist wave forces from coastal storms. The structural assessment recommends a more resilient design to resist the forces of wave action, including elevating the dock eighteen inches. The existing substructure will not support the live loading required by code. Due to this, events that are currently held at that dock are required to have less than 100 attendees. Some Crisfield heritage events, such as the Spring Soft Shell Festival, have had to be moved from the dock to other locations. The City Dock is critical infrastructure for Crisfield. It serves as the port for the US mail boats to Smith and Tangier islands which also transport medical supplies, medical personnel, and food to these islands. It also serves for passenger ferries to these islands, cruise ships, and is under study as a port for a potential fast passenger ferry to locations along the Chesapeake Bay. The City Dock is also a location for many cultural and community events and has been in this location since the railroad was built in Crisfield in the late 1800s.
Project: Baltimore Avenue Improvement Project, Ocean City MD

Justification: Baltimore Ave extends 2.6 miles from South First Street to 33rd street in Ocean City, Maryland. Baltimore Ave serves as a primary north-south arterial route for vehicle and pedestrian traffic in the Downtown Ocean City Area. Beginning in 1990, the Town of Ocean City has worked to improve storm resiliency, pedestrian safety, and pedestrian accessibility along the Baltimore Ave corridor by undergrounding utilities, widening sidewalks, and improving storm drainage. This effort has been completed for all areas along Baltimore Ave except the North Division to 15th Street area (1 mile). The city identified completing the Baltimore Ave Improvements as a top priority in the city’s FY 22 Capital Improvement Plan. The wider sidewalks and streetscaping improve pedestrian safety by creating a buffer from vehicular traffic. Wider sidewalks also add pedestrian capacity and enhance accessibility. Undergrounding utilities improves storm resiliency because above ground power lines are much more susceptible to high wind damage, especially important in our coastal environment. Undergrounding utilities has the added benefit of improving pedestrian access by eliminating obstructions in the walkway.

Project: Slaughter Creek Dredging

Justification: Slaughter Creek connects waterway users of Taylor’s Island with the Little Choptank River. The project provides for a channel seven feet deep and 100 feet wide through the bar at the mouth, a distance of about one third of a mile, and the lower end of the section extending about 900 feet into Little Choptank River. The project length is 1,740 feet. The project was last dredged in 1987. A 2021 survey showed shoaling to a controlling depth of less than three feet. The US Army Corps of Engineers has expressed its ability to dredge this channel should funding be made available. The Congressman's office has received a considerable amount of interest in dredging taking place here.

Project: Inlet Jetty Improvement Project – Ocean City Maryland

Justification: The purpose of this project is to make much-needed improvements to jetties, improve shoaling, and make other improvements in order to make the Ocean City Inlet more resilient, increase the efficiency of dredging operations, and decrease their frequency. It may also be conducive towards deepening and widening the inlet. This is a valuable use of taxpayer funds for numerous reasons. Among these, the narrowing of the inlet has created difficulties for commercial fishermen and recreational boaters attempting to access the Atlantic Ocean. It is an authorized use of taxpayer funds by the Rivers and Harbors Act of 1935. We believe that this important project will be of benefit to all taxpayers who work the Assawoman Bay and the Atlantic Ocean for commercial, recreational, or business purposes.
