Congressman Harris Releases Statement After Passage of House Bill Supporting Israel

November 3, 2023

Washington, D.C. –Congressman Andy Harris, M.D. (MD-01) released the following statement following the passage of H.R. 6126, the Israel Security Supplemental Appropriations Act.

Key Provisions in the Bill Include:

  • $4 billion to replenish Iron Dome and David’s Sling missile defense systems.
  • $3.5 billion in Foreign Military Financing for the procurement of advanced weapons systems and defense articles and services.
  • $1.2 billion for the continued development of the Iron Beam system to counter short-range threats.
  • $1 billion to support artillery and munitions production.

This Bill Supports US Personnel and Citizens by Providing:

  • $150 million for an enhanced security presence at the US Embassy.
  • $50 million for the evacuation of US citizens.
  • Requires that the Secretary of Defense and Secretary of State provide written reports to Congress detailing US security assistance provided to Israel to ensure accountability.

The funding in this Bill is offset by recessions from the Inflation Reduction Act of 2022, specifically Section 10301, which appropriated additional funding for the Internal Revenue Service.

Congressman Harris issued the following statement:

“Israel is in a fight for its very existence against radical Islamic terrorists and as a strong supporter of Israel, I was proud to co-sponsor the Israel Security Supplemental Appropriations Act. This bill provides $14 billion in critical aid to our ally Israel while using $14 billion from the Inflation Reduction Act's army of 87,000 IRS to pay for it. The radical Islamic terrorist group Hamas must be eliminated by Israel after their genocidal actions, and we must equip Israel with the resources they need.”
